DÖVLƏTÇİLİKDƏ İDARƏETMƏ, İNSTİTUSİONAL BACARIQ VƏ İNZİBATİ SƏMƏRƏLİLİK TRİADASI
This article provides a comprehensive analysis of the triad of governance, institutional capacity, and administrative efficiency in statehood, while also offering a comparative perspective. It argues that state performance can be evaluated by understanding statehood as the harmonious interaction among governance, institutional capacity, and administrative efficiency. This “triad” not only helps explain differences among states but also provides a framework for policy interventions aimed at strengthening state capacity. Administrative efficiency is rooted in the effective implementation of state functions and the operational capabilities of bureaucratic institutions. It reflects the ability of public agencies to deliver services effectively, implement regulations consistently, and adapt to evolving social needs.
