Three mechanisms of SL's influence on the social capital of communities are identified. The specifics of implementing SL under conditions of constant security risk are analyzed. The role of SL in the digitalization of public services for communities is outlined, and groups of competencies required of specialists for recovery are formed. It is concluded that effective university participation in the post-war recovery of border territories requires a complex of organizational mechanisms, an expanded competency profile for specialists, and a adaptation of international SL experience to the Ukrainian context.
