The article analyzes the system of normative legal acts regulating self-directed learning in highereducation from the standpoint of the hierarchy of legal sources. It determines how the Constitution, statute,government resolutions and departmental acts, including the 2026 Regulation, relate to each other and proposesways to systematize them.
