From Wildfire Suppression to Measurable Resilience
The National Wildfire Resilience Plan 2026–2035 proposes a ten-year integrated system for prevention, preparedness, response, recovery and institutional learning. Its central principle is a shift from an input-based logic (how many assets, how many kilometres of works, how many resources) to measurable performance: how much risk is reduced, how much faster the system responds, how safely the population can evacuate, how well critical infrastructure maintains functionality and how quickly society recovers. The Plan is organised around six pillars and 20 actions. The gross indicative funding envelope amounts to €2.07 billion for 2026–2035. Existing investments that are compatible with the proposed actions will be credited to the Plan and will not be double-counted. This approach enables synergies with the AIGIS Programme, AntiNero and the National Development Programme 2026–2030.
