Sistema teórico-conceptual y normativo que sustenta la seguridad jurídica como un factor dinamizador del desarrollo local en el Municipio Carirubana, Estado Falcón
Legal certainty constitutes a fundamental component of territorial governance due to its influence on regulatory predictability, institutional trust, and the conditions necessary for local economic development. This study aimed to develop a theoretical, conceptual, and normative framework supporting legal certainty as a driving factor of local development in Carirubana Municipality, Falcón State, Venezuela. Methodologically, the research was grounded in the positivist paradigm, adopting a quantitative approach, a descriptive-analytical scope, and a non-experimental, documentary, cross-sectional design. Data analysis involved theoretical-normative correspondence matrices, categorical frequency analysis, and institutional verification instruments. The documentary findings indicated a 75% presence of indicators across the four correspondence units examined and a 100% formal presence across the three selected verification categories, identifying provisions related to legal certainty, economic incentives, municipal autonomy, and customs regulations. Furthermore, the findings highlighted the need to strengthen coordination between national and municipal authorities, update regulatory instruments, and improve administrative cooperation. The study concludes that legal certainty represents a significant institutional condition for promoting territorial competitiveness and endogenous development. However, the documentary findings do not establish causal effects on investment or economic growth. Therefore, strengthening territorial governance through regulatory predictability, institutional transparency, and strategic foresight is recommended.
