Efektivitas Penggabungan Organisasi Perangkat Daerah Dinas Lingkungan Hidup dan Kehutanan Provinsi Sulawesi Barat

This study examines the effectiveness of merging the Environmental Agency and the Forestry Agency into the Environmental and Forestry Agency (DLHK) of West Sulawesi Province. The merger forms part of regional institutional restructuring intended to improve resource efficiency, coordination, employee performance, and public service quality. The study applies Simanjuntak’s organizational effectiveness framework, covering human resources, facilities and infrastructure, information technology, organizational culture, and the organizational environment. A qualitative descriptive approach was used. Data were collected through interviews, observation, and document review involving eleven informants representing leadership, structural officials, staff, and service recipients. Data analysis involved data reduction, data presentation, and conclusion drawing. The findings show positive changes, including increased interaction and knowledge sharing among employees, improved attendance, shared use of organizational assets, and the use of government information systems to support administrative work. The merger also encouraged task adjustment, joint activities, social interaction, and workplace security. Nevertheless, the merger has not been fully effective. Challenges remain in competency development, damaged equipment, limited workspace and document storage, manual service procedures, unstable internet access, service innovation, employee discipline, personnel administration, organizational integration, and budget alignment. The study concludes that structural consolidation alone does not guarantee organizational effectiveness. Sustained improvement requires competency-based human resource development, asset management, integrated digital services, a collaborative and performance-oriented culture, and coordinated administrative and budget adjustments.
