Coordinated Design: A model of if and how a few could steer society
When a large social outcome looks planned, it may have been designed by a few people, or it may have come from incentives, shared training, imitation, selection, common shocks or lock-in. This paper models what deliberate design at scale requires: the levers a planner can pull and how far each reaches, how many people must know the aim, how plans fail between the decision and the outcome, why people go along with steering they recognize, and what keeps an outcome in place after its designers are gone. It tests what public records can and cannot show about intent. Part I tells the patterns through documented cases, mostly from American history since 1776, and maps who talked to whom in each. Part II gives the formal model, proofs and a seeded simulation. A closing procedure turns the model into steps for checking any claim that something was done by design.
