Control+Alt+Delete: Authoritarian Educational Leadership and the State Takeover of Houston ISD

Despite its anti-democratic character, takeover has remained a popular approach for intervening in underperforming school districts in many states. This qualitative case study investigates the educational leadership model that emerged in Houston Independent School District (HISD) following the Texas Education Agency takeover of the district in 2023. Drawing on in-depth interviews with 51 teachers and principals as well as two years of participant observations and document analysis, we reveal three ways district leaders enacted authoritarian leadership as they pursued takeover reform. First, leaders sought to instill a culture of control that used fear to motivate the obedience of subordinates. Second, leaders attempted to manufacture an alternative reality about HISD by manipulating information, a process that involved disseminating propaganda and attacking the media. Third, state-appointed leaders abruptly eliminated programs that contradicted the narrow mission the state had set for the takeover and removed dissenters who questioned the district's reform approach. We argue these three dimensions of authoritarian educational leadership—each of which resonates with antidemocratic shifts currently underway at federal and global levels—align with a tactic of education system reset we term “Control+Alt+Delete.” This case study provides empirical evidence for conceptualizing takeover as authoritarian district regime change and points to the need for a critical rethinking of takeover policy, leadership, and research.
