Technology and Digital Platforms: Commutative Resilience Towards Flood Mitigation in Jalingo Metropolis

Flooding being a recurring environmental challenge, the study Explores the role of development communication and digital platforms in enhancing flood risk perception, response, and mitigation in Jalingo metropolis which significantly affect livelihood, effective communication is crucial for building community resilience. Anchored on the Extended Parallel Process Model (EPPM), the study examines how fear based messages on digital media influence public awareness and motivate protective actions against flooding. Employing a qualitative approach, the study found that digital platforms like Facebook and Twitter has transformative capacity in mobilizing urban populations for flood preparedness and response. The discussion emphasizes the need for inclusive, multi-channel communication strategies combining digital innovation with communitybased approaches to effectively mitigate flood impacts and foster sustainable development. Gaps were also identified: such as digital literacy barriers, misinformation, and limited rural engagement of digital platforms. The study concludes that integration of digital platforms with community based communication will improve community preparedness.
