Assessment of Policy Responses to School Infrastructure and Inclusive Education in Bayelsa State, Nigeria

This study assessed policy responses to school infrastructure and inclusive education in public secondary schools in Bayelsa State, Nigeria. It examined government policy responses on infrastructure development and inclusive education, challenges confronting policy implementation, and strategies for improvement. Using a descriptive survey design, the study identified a population of 1,860 educational stakeholders and selected 320 respondents through multistage sampling across 20 public secondary schools in the state's eight Local Government Areas. The researcher developed a questionnaire instrument to collect data, which was analysed using the mean, standard deviation, and a one-sample t-test. Findings showed that policy responses to infrastructure development were generally inadequate, with a cluster mean of 2.43, below the criterion mean of 2.50. Infrastructure adequacy for inclusive education was also low (M = 2.32), while implementation of inclusive education policies remained below the criterion (M = 2.44). Major challenges included difficult terrain, negative societal attitudes, inadequate funding, corruption, shortage of assistive materials, weak enforcement and inadequate monitoring. All proposed improvement strategies were accepted. The study concludes that stakeholder participation is critical to translating policies into effective inclusive education practices and outcomes. In addition, stronger funding, inclusive planning, specialised personnel, accessibility standards, and monitoring are needed.
