The article provides a political and legal analysis of the institution of the First Vice Presidency, established as part of the reforms implemented in the system of public administration in modern Azerbaijan. The study examines the socio-diplomatic and soft power activities of the First VicePresident, Mrs. Mehriban Aliyeva, both domestically and internationally. The study also examines the multifaceted activities of the First Vice-President, and provides examples from the speeches of President Ilham Aliyev. The study also examines the role and significance of the First Vice-Presidency, as well as its effective and flexible within the system of public administration
