The Precautionary Principle in UNESCO International Biolaw and Its Promotion through State Action

This research article examines the legal nature, content, and significance of the precautionary principle in international biolaw, as well as its promotion through the activities of UNESCO and sovereign states. It identifies challenges in the legal regulation, interpretation, and application of the precautionary principle in the context of scientific and technological progress, biotechnology, and scientific advances. The author concludes that this principle should not be pitted against technical progress, scientific advances, or technological innovation. Its purpose is to promote the prevention of unnecessary risks and the search for “alternative development paths” that may be considered safer or more environmentally friendly technologies.
