SAE Political Economy · Paper 1: Accumulation / SAE 政治经济学 第一篇: 积累

How do the things people accumulate in the Emergence Layer, capital, fame, status, qualifications, become power acting on others? This paper answers only the first half of that question: how accumulation forms, and where it shows a power-face. A few events in the Kingdom State run through the whole paper: how four stalls in Apple City's East Market grew into Crossways Group, which forty thousand sellers must all pass through; on Crossways' share register, one holder with twenty percent of the share capital holds about fifty-six percent of the voting power, and the pension fund that holds nine percent has members with no road by which to have a say in how those shares are voted; in Bluekiln, a veteran kiln worker's standing in the trade, a state-issued grade certificate, a young man's nine hundred thousand followers, and a "Gold Seller" badge that can be obtained by payment; a review platform's scores written into lending conditions; a settlement subsidiary's three-day delay, after which two workshops could not pay wages that month. Accumulation is a matter of the Emergence Layer; accumulation itself is not the problem; how it is used is. Power does not lie in capital but in the decision position that can mobilize accumulation; nominal holding and actual mobilization come apart. One and the same position can be read two ways: read from the position-holder's side it is a right, and it shows a power-face when it actually converges others; what shows a power-face is exercise, not holding as such. Accumulation is of many kinds, and reputation is not among them: reputation is taken in the sense of Moral Law P3, is not capital, and is not exchanged for money; what enters this series is fame, status, qualifications, attention and influence. When reputation, or a score taken as standing for it, is used by a position as a condition of a chokepoint decision, it shows a power-face in that decision. An account adopted by all parties, and the operating authority to hold settlement in trust and to decide when payments are released, are two different things. Along the way the paper takes up Marx, Smith, and Berle and Means: it agrees with Marx that capital is not a thing but a relation between persons, and parts with him on the ground of that relation; Smith wrote long ago that the directors of joint-stock companies manage other people's money, and he is used only to support one step, that nominal ownership and actual management can come apart; the comparison with Berle and Means rests only on a secondary paraphrase, so it lists what can be compared and draws no conclusion on where they agree or part. The paper has six propositions (E1 to E6), each stated at the end of its section and listed together at the end. Related works Relation Identifier Scheme Resource type Title References 10.5281/zenodo.23269635 DOI Publication / Preprint To Whom the Ought Is Addressed (SAE Institution Theory, Paper 1) References 10.5281/zenodo.20368866 DOI Publication / Preprint What Power Is Not · Shi (SAE Power Theory, Prequel) References 10.5281/zenodo.20370224 DOI Publication / Preprint On the Origin of Power · Shi (SAE Power Theory, Paper 1) References 10.5281/zenodo.20455221 DOI Publication / Preprint On the Morphology of Power · Shi (SAE Power Theory, Paper 2) References 10.5281/zenodo.21093939 DOI Publication / Preprint The Interface and Transformation between Recognition-Based Rights and Power (SAE Rights Theory, Paper 4) References 10.5281/zenodo.22853810 DOI Publication / Preprint On Accountability · Wei (SAE Rights Theory, Specialist Paper) References 10.5281/zenodo.20046168 DOI Publication / Preprint The Reputation Economy · Dao (SAE Moral Law, Paper 3) References 10.5281/zenodo.19384446 DOI Publication / Preprint Dimensional Sequence Economics in Mixed Markets: Remote Observation, Clustering, and Emergence (SAE Economics, Paper 3) References 10.5281/zenodo.19391325 DOI Publication / Preprint Institutional Design in Adaptive Monetary Systems: A Dimensional Sequence Analysis of Breathing Money (SAE Economics, Applied Paper 2)
