An Open Letter to the American People, the President, the United States Senate, the House of Representatives, and All the Peoples of the Americas

This open letter brings together two reflections written five years apart: a personal appeal addressed to President Joseph R. Biden Jr. in October 2021 and a broader civic reflection addressed to the people of the United States and the peoples of the Americas in October 2026. Rooted in moral conscience, spiritual reflection, democratic responsibility, and respect for human dignity, the letter examines the responsibilities that accompany extraordinary political, economic, financial, and military power. The relationship between the United States and Cuba serves as a central example of the profound asymmetry between nations and the enduring human consequences of prolonged economic restrictions. The letter encourages an evidence-based examination of these policies, their humanitarian implications, their effectiveness, and the responsibilities of governments on both sides. Drawing on the ethical principle of loving one's neighbor, while remaining open to readers of all religious and philosophical traditions, the text argues that political disagreements should never eliminate our responsibility toward civilian populations. Particular attention is given to the consequences of inherited conflicts for children and future generations, the importance of prudent and accountable leadership, and the capacity of democratic institutions to reconsider longstanding policies. The letter does not advocate allegiance to any political party, government, or ideological system. Rather, it proposes a universal reflection on the exercise of power, national sovereignty, peaceful coexistence, and the possibility of replacing confrontation with constructive cooperation. Its central message is that the greatness of a nation should be measured not merely by its ability to impose or punish, but by its capacity to protect, unite, and build. Author: Horacio J. Téllez Oliva, PhD. Document type: Open Letter — Ethical, Civic and Strategic Reflection. Language: English. Date: November 2, 2026.
