Influence of Quality Planning Practices on the Implementation of Kigali Green Complex (KGC) Project in Kigali City, Rwanda

This study examined the influence of quality planning practices on the implementation of the Kigali Green Complex (KGC) project in Kigali City, Rwanda. Specifically, the study assessed the influence of quality objectives planning, quality standards planning, and quality control procedures planning on project implementation. The study was guided by Total Quality Management (TQM) Theory, Quality Standards Theory, and Systems Theory. A mixed-methods approach employing descriptive and explanatory research designs was adopted. The target population comprised 307 stakeholders involved in the KGC project, from which a sample of 174 respondents was selected using stratified random sampling. Data were collected using structured questionnaires and interview guides. Quantitative data were analysed using the Statistical Package for the Social Sciences (SPSS) through descriptive statistics, Pearson correlation, and multiple regression analysis, while qualitative data were analysed using thematic analysis. The findings revealed that quality planning practices positively influenced project implementation. Correlation analysis showed that quality objectives planning (r = 0.730, p < 0.001), quality standards planning (r = 0.641, p < 0.001), and quality control procedures planning (r = 0.571, p < 0.001) had positive and significant relationships with project implementation. Multiple regression analysis indicated that the model explained 65.6% of the variation in project implementation (R² = 0.656). The results further revealed that quality objectives planning (β = 0.550, p < 0.001) and quality control procedures planning (β = 0.352, p < 0.001) had positive and statistically significant influences on project implementation, while quality standards planning (β = 0.083, p = 0.249) had a positive but statistically insignificant influence. The study concluded that quality objectives planning and quality control procedures planning are critical determinants of successful project implementation. The study recommends that project managers establish and regularly review clear quality objectives, strengthen quality control procedures through continuous inspections and timely corrective actions, and enhance the practical implementation of quality standards to improve the successful delivery of construction projects in Rwanda.

Specifically, the study assessed the influence of quality objectives planning, quality standards planning, and quality control procedures planning on project implementation. The study was guided by Total Quality Management (TQM) Theory, Quality Standards Theory, and Systems Theory.
