Penerapan Prinsip Transparansi, Akuntabilitas, Efektivitas, Partisipasi, dan Supremasi Hukum pada Biro Umum Provinsi Sulawesi Barat

This study aims to analyze the implementation of the principles of transparency, accountability, effectiveness, participation, and the rule of law in the implementation of government administration at the General Bureau of the Regional Secretariat of West Sulawesi Province. The method used is descriptive qualitative. Data were collected through in-depth interviews with nine informants consisting of leaders, heads of departments, heads of sub-departments, administrative staff, and auditors of the Inspectorate, as well as observation and review of five official documents. Data analysis included data reduction, data presentation, drawing conclusions, and source triangulation. The results showed that the five principles of good governance have generally been implemented well. Transparency is evident in the availability of information and administrative procedures, although cross-unit access still depends on coordination. Accountability is reflected in the reporting system and division of responsibilities, but consistency in performance figures and follow-up on recommendations still needs to be strengthened. Effectiveness shows uneven achievements across sectors. Participation takes place through meetings and sharing sessions, but documentation of follow-up aspirations is limited. The rule of law is supported by 79 SOPs and service guidelines, but cross-service compliance testing is still limited. This study recommends strengthening service registers, reconciling performance data, monitoring follow-up actions, measuring service quality, and auditing SOP compliance.
