The Operator Exists per State: The Pairing Construction, and the Proof That Its Fixed-Point Count Is Not the Law's to Give

The Paper Map's V1 derivations ring carries the cell The pairing operator: the construction of the map that enforces exact pairwise cancellation at the sever — an individuation map plus an involutive partner rule computed from the sever law's local field data. The Dead-End Census (DE-23) prices the corpus's whole sever program PREMISE-ONLY until this operator exists; Front B of the quantum-gravity offensive attempted the construction and stopped at an exactly named point: the record supplied neither half of the operator. Since that attempt, one half has gained a candidate — the author's twinning specification names the partner rule's species, the torsion-twin involution, premise grade. This paper supplies the other half and then sits counting door 1's acceptance test. The individuation map is constructed from the sever's own pitch field: grains are the segments of the neck between consecutive level sets of the winding phase, so the grain count is the field's winding number — a functional of the local data, read off the field, not declared. Composed with the torsion-twin involution (extended to a full involution by the canonical greedy discipline the record's own A-4 lemma makes available), the pairing operator exists, is involutive, is computed from local field data, and its fixed points are enumerable — per field configuration. The paper then proves that "per field configuration" is not a limitation of this construction but of the species: under the door's own constraints (the partner of a grain is decided by the grain's local field neighborhood, and partners carry opposite twin states unless self-twin), the fixed-point set is exactly the set of self-twin grains, whose count is a sum of a local predicate over the configuration. Exhibited configurations with every law-level datum held fixed — same total winding 411, same sever condition — return fixed-point counts of 1 and of 55 under the constructed operator. The count is state data. Counting door 1 demands an operator that provably has k = 11 fixed points, counted from the law, never assigned; no local, twin-respecting operator can prove a number that the law's admitted configurations do not share. The declared k = 11 (through u(1) = 11/411, P-13) is therefore graded where it belongs: a declaration about the sever-instant state, correct as a declaration, unreachable as a theorem of the sever law. Verdict: the operator is CONSTRUCTED (per state); door 1 stays BLOCKED, and its block is promoted from a missing definition to an impossibility under the door's own specification — the missing object is a state premise, not a definition.
