80. Council of Europe, Committee of Ministers Resolution Res(2002)12 (18.9.2002)
Resolution Res(2002)12 of the Council of Europe, Committee of Ministers, is a landmark decision that recognized the unique Constitutional significance of court ICT systems and set the course for member states in developing and implementing such systems. The Council of Europe's approach to court ICT system development and deployment is uniquely edifying for the Israeli reader, since key decisions were made almost at the same time as decisions on the same issue in Israel. Yet the process and outcome were entirely different.
