The Covering Number C(17, 11, 4): Structural Reductions and Exact Integer Certificates

English and Japanese V19H manuscripts by Yushi Miyashiro presenting a computer-assisted argument for C(17, 11, 4)=15 through structural reductions, exact integer certificates and finite verification contracts. This unreviewed preprint distinguishes mathematical reductions from the computational evidence and its reproducibility obligations. V19H corrects the provenance description of an archived high-capacity verification log without changing the mathematical source outside that paragraph.
