Fundamentos epistemológicos, teóricos y conceptuales del consenso institucional

The objective of this research was to analyze the epistemological, theoretical, and conceptual foundations of institutional consensus for the formulation of a local development model, considering the importance of interinstitutional cooperation, territorial governance, and adaptive capacity in contexts of economic, political, and social uncertainty. Methodologically, the study adopted a qualitative approach grounded in the interpretive paradigm, employing documentary research through a systematic literature review guided by the PRISMA 2020 guidelines. An initial identification of 412 bibliographic records in Scopus, Web of Science, and SciELO resulted in the reported selection of 45 studies published between 2010 and 2026, which were examined using hermeneutic, analytical-synthetic, and comparative procedures. The findings of the documentary synthesis identified institutional legitimacy, public policy continuity, public-private cooperation, and collective learning as relevant categories for understanding territorial development dynamics. Furthermore, the need to integrate contributions from new institutionalism, endogenous development, and territorial resilience within a dynamic perspective was recognized, providing the theoretical basis for the formulation of the construct termed antifragile synergasis of institutional consensus, understood as the capacity of territorial agreements to transform certain disruptions into opportunities for learning, reorganization, and institutional strengthening. The study concludes that institutional consensus constitutes a strategic component in coordinating local capacities and that the proposed construct offers a conceptual framework suitable for subsequent operationalization and empirical validation.
