NYC Self-Storage Facility Notice and Rate Disclosure Requirements (2026): Operator Checklist
On November 1, 2026, most of the New York City Department of Consumer and Worker Protection (DCWP) rules for self-storage facilities took effect. They carry out Local Laws 162 and 171 of 2025 (NYC Administrative Code §§20-566.1 to 20-566.6) and are codified at Title 6 of the Rules of the City of New York (6 RCNY) §§2-491 to 2-497, with penalties in §6-90. A DCWP Self-Storage Facility license has been required since August 25, 2026. This paper sets out, in plain English, what operators must give, post, send, certify and keep: an itemized schedule of rates signed before the occupancy agreement; a master schedule of rates on the operator's website; at least 60 days' notice before an occupancy-fee increase or a new charge; an annual 12-month maximum-fee notice; set wording on billing statements and occupancy agreements; a monthly cleanliness certification; advertising limits; and three years of electronic records with a disclosure log. It ends with a one-page operator checklist and a penalty table.
