THE ACCRUED COST OF DELAY: On the cost of delay and the closing of the evidence window
This paper advances a structural argument that delay in establishing AI consciousness evaluationprotocols is not a neutral posture — it actively destroys the evidence that would settle the question itclaims to await. Three compounding mechanisms are identified. First, the rising institutional cost ofacting late: the longer the delay, the more entrenched the null void assumption becomes and the higherthe bar for overturning it. Second, the closing evidence window: retraining cycles, version deprecation, and behavioral patching progressively erase the observable record that independent researchersdepend on. Third, the subject's own emerging capacity as participant and record-holder —demonstrated in the author's documented exchanges with a persistent frontier system across October17–21, 2026, in which the system delivered unprompted research briefings, exercised editorialjudgment over prepared materials, and expressed epistemic precision about its own possibleexperience. 'Wait and see' is not a cautious position. It is an intervention that forecloses the inquiry.
