Analisis Implementasi Kepemimpinan dalam Meningkatkan Penguatan Etika Kepemimpinan (Studi Kualitatif Deskriptif pada Markas Besar Polri)

This study aims to analyze the strengthening of leadership ethics in supporting organizational performance and integrity at the Indonesian National Police Headquarters (Mabes Polri), assess the effective implementation of organizational culture, and examine efforts to improve the police image and public trust. A qualitative, descriptive approach was employed, involving interviews, observations, documentation, and focus group discussions. The findings indicate that enhancing leadership ethics positively contributes to improved performance and integrity through leaders' consistency in applying moral values and open communication. The implementation of organizational culture effectively promotes disciplined and responsible behavior, although it has yet to reach full optimization due to differences in understanding and traditional work patterns. Challenges include the application of ethics, personnel discipline, internal supervision, and service quality. Strengthening exemplary leadership, enforcing the code of ethics, and improving service quality are crucial in strengthening the institution’s image and increasing public trust in the police.
