However, constrained by high altitude, low temperature, supply difficulties and harsh living conditions, the development of vast uninhabited areas and remote sites has long faced bottlenecks of "difficult on-site personnel presence, high operation and maintenance costs, and insufficient economic viability", and the resource value cannot be fully released. In existing models, habitat support is mostly regarded as an ancillary cost item of resource development, lacking standardized, replicable and low-supply self-sustaining solutions. Moreover, a two-way empowerment cycle mechanism between habitat improvement and industrial development has not been formed. Most systems rely on intermittent renewable energy, with shortcomings in extreme weather resistance and long-cycle self-sustainability. Based on the unified paradigm of extreme environment autonomous units, this paper constructs a three-level stepwise distributed self-sustaining settlement system of "core towns – industrial nodes – frontier stations": taking three-level nested autonomous units as basic modules, integrating mature technologies such as high-insulation enclosure, solar heat collection and storage, closed-loop water-salt treatment, and protected agriculture for fresh food self-sufficiency, and equipped with standardized nuclear batteries and modular fission reactors as the ultimate energy base, to achieve high self-sustainment of energy, water, food and atmosphere in settlements. Relying on the inward-to-outward stepwise diffusion path, it advances layer by layer from river valley core towns to resource development zones and uninhabited area frontiers, leveraging point-shaped habitat support to drive areawide resource development and territorial governance. Studies show that the system can significantly reduce logistics supply and personnel rotation costs at remote resource sites, bring wind power, photovoltaic, mineral exploration, ecological management and other projects originally near the break-even line into the feasible range, and simultaneously expand the geographical boundary of stable human activities. Meanwhile, it forms a two-way self-reinforcing cycle of "habitat improvement supporting industrial development – industrial income feeding back technology iteration – iterative results upgrading people's livelihood again". Without breaking through ecological red lines and resource constraints, it continuously improves the land use efficiency and comprehensive value of the plateau. The system naturally has cross-scenario strategic spillover effects of deep space life support pre-verification, disaster-peace integrated shelter for nuclear catastrophes, and borderland steady governance. The same set of technical foundations simultaneously serves the four major fields of people's livelihood, industry, deep space and disaster preparedness. This paper completes the system design from five dimensions: underlying paradigm, layout architecture, technical modules, collaboration mechanism and value boundary, providing a systematic solution for the coordinated development of resource development and habitat support on the Qinghai-Tibet Plateau.
