Toward Inclusive Child Wealth Building: An Assessment of Trump Accounts

On September 30, 2026, the U.S. Department of Treasury released regulations that adopted a new administrative structure for Trump Accounts and changed how they can be opened. As families, states, employers, and philanthropies begin working with these accounts, two larger questions are key: How well does the new structure deliver what child accounts are meant to provide? And what should a fully inclusive child-account policy mean for every child and family? This brief presents an assessment and guide to address these questions. It is written for those who design, fund, and deliver child account policies, and it assesses those policies from the perspective of the families they are meant to serve. The authors specify what is being delivered and what families of all children would have, receive, and know in a fully inclusive child account policy.
