TECHNOLOGY-ENABLED LOCAL CONTENT OPTIMIZATION IN CONSTRUCTION PROCUREMENT IN SUPPORT OF SAUDI VISION 2030
Local content objectives are increasingly embedded in Saudi construction procurement, yet the translation of procurement expenditure into demonstrable domestic economic value remains difficult. A contractor's local registration does not establish the origin of its materials, the location of value-adding activity, or the durability of its employment and capability effects. This critical integrative review examines how interoperable procurement systems, building information modelling, supplier analytics and verifiable transaction records can improve the design, implementation and assessment of local-content decisions in construction projects. Thirty DOI - identifiable publications issued between 2020 and 2025 are synthesised across policy design, construction procurement, supplier evaluation and digital governance. The analysis distinguishes eligibility constraints from multi-objective optimisation and develops a six - stage architecture linking demand definition, supplier verification, tender evaluation, contract execution, expenditure attribution and performance learning. Three analytical tables and three original figures explain the architecture and illustrate a fully hypothetical SAR 100 million procurement portfolio. The worked example demonstrates why nominal domestic purchasing and verified domestic value added can diverge, and why a higher local-content percentage cannot by itself establish better project value.
