Evaluasi Ketepatan Sasaran Penerima Program Keluarga Harapan di Desa Lembur Sawah dengan Metode TOPSIS

The Family Hope Program (Program Keluarga Harapan, PKH) is a conditional social assistance program for poor and vulnerable families that aims to improve their welfare. Its effectiveness depends on accurate targeting. Observations in Lembur Sawah Village, Sukabumi Regency, showed that 35% of PKH assistance was mistargeted, causing social jealousy. This study aims to evaluate the targeting accuracy of PKH beneficiaries using the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) method. This is a case study in which data were collected through observation, interviews with village officials and beneficiaries, and a literature review. Five PKH beneficiaries were evaluated against six criteria: monthly family income, housing status, asset ownership, access to basic services, number of dependents, and level of children’s education. The calculation comprised decision matrix normalization, weighting, determination of positive and negative ideal solutions, distance calculation, and preference values. The results show that two of the five alternatives are eligible to be recommended as PKH beneficiaries, while the other three need to be reviewed. This study contributes an objective and measurable evaluation framework that village governments can use to verify social assistance beneficiaries.
