Water: MCIR as the Engineering of Governed Change
A groove cut into wet soil does not create water, define the plant, or guarantee a harvest. It changes which continuations are easy, visible, blocked, or destructive. This paper develops that image as Water, a pedagogical profile for understanding MCIR as an intermediate representation for governed transformation. Water is not a new expansion, identity, or definition of MCIR. The verified corpus describes MCIR as a Meta Constitutional/Compilation Intermediate Representation and, in a source-family title, as a Meta-Compilation Intermediate Representation. This paper does not adjudicate or merge those naming surfaces. It explains one aspect shared by them: a representation of possible transitions can expose paths, gates, obligations, effects, evidence, and refusal before change is allowed to bind. The metaphor is useful only when its limits remain explicit. Meaning, authority, computation, memory, evidence, obligation, and risk are not one substance. Authority does not flow merely because a path exists. A receipt is not proof that a claim is true. Equal hashes show byte equality only under a declared canonicalization and hashing regime; they do not establish semantic equivalence or independent verification. Representation influences continuation only through an interpreter, verifier, gate, institution, or implementation that gives the representation operational force. The paper therefore formalizes Water as a typed flow projection over MCIR, supplies primitives and invariants, distinguishes pedagogical mappings from identity claims, operationalizes the failure vocabulary, connects the profile to the Governed Meaning Base (GMB), GSOL, composability, receipts, semantic manifolds, and jurisdiction, and places the work in the full realization funnel. It remains a Specification-stage explanatory profile. No implementation, conformance test, external research, or publication effect is claimed.
