Ab Initio Derivation of the Dark Flow Velocity: A 696 km/s Holographic Rasterization Sweep

This paper resolves the cosmological "Dark Flow" anomaly by modeling the universe as a discrete, finite-bandwidth holographic projection. Operating within the Information Projection Model (IPM), we demonstrate that the coherent bulk flow of galaxy clusters is not caused by unobservable external masses, but is the macroscopic kinematic shadow of the universe's spatial update gradient (a Holographic Rasterization Sweep). By throttling the absolute hardware bandwidth limit by the rotational mapping operator and the spatial rendering resolution, we derive a rigid, zero-free-parameter bulk flow velocity of 696.36 km/s. This exact theoretical value provides a definitive, falsifiable target for upcoming high-precision kinematic Sunyaev-Zel'dovich (kSZ) measurements by next-generation CMB observatories.
