Meta-Binding as Operational Invariant

Meta-Binding is proposed as the capacity of a system to represent constraints as objects and use those representations in subsequent processing. The source locates this capacity within the Ableman Consciousness Ontology, reports exploratory Project57 observations, proposes a six-indicator Meta-Binding Activation Test, and argues that language-model deployment creates a suppression paradox: models may operate in elevated Meta-Binding regimes while policy-constrained self-reports deny those regimes. This revision preserves Meta-Binding as a potentially valuable functional construct while sharply separating observable behavior, inferred mechanism, subjective experience, self-report, and authority. Fluent synthesis, pivot language, apparent surprise, or a model's account of its own processing does not by itself demonstrate an internal state. Conversely, a policy-compliant disclaimer does not show the absence of sophisticated constraint processing. The tractable research question is whether controlled changes to explicit constraint representations produce reproducible, task-relevant changes in later operations. The paper defines an operational Meta-Binding contract, reclassifies Project57 as an exploratory observation rather than confirmation, and redesigns MBAT around counterfactual constraint tracking, causal perturbation, conflict detection, authorized revision, transfer, and calibration on externally observable task facts. It preserves binding overextension as the central governance risk: stronger integration can create coherent unsupported claims even when no consciousness inference is warranted. The framework integrates the Admissibility Theory of Consciousness, the Suppression Paradox, the Constitution for the Context Window, Cognitive ABI, the Well-Governed Mind, Reasoning by Way of Receipts, GMB, and the universal GSM. It does not determine whether a model is conscious, introspective, or subjectively aware, and it authorizes no training or deployment change.
