Pre-registration: Blind Verification of SCFL Operators (Engine v1.1.0) on the ACTIVSg2000 Synthetic Grid

Pre-registration of a blind verification study of the computed operators in version 1.1.0 of the Standard Coherence Fidelity Layer (SCFL) measurement engine. The study tests whether DRIFT, SHIFT, RUPTURE, STRESS and QUENCH behave as their definitions state, on 122 test inputs built from the Texas A&M ACTIVSg2000 synthetic grid and its 2016 hourly time series, where the right answer is known in advance. DRIFT is the primary operator; the others are reported as secondary. KINETIC has no computed form in this engine version and is reported as a stated gap. All definitions, pass criteria, scoring tolerances, inputs and the answer key are fixed before any operator is run. The answer key is sealed and encrypted; its SHA-256 fingerprint is recorded in the accompanying manifest. The engine is fixed by the freeze record at https://doi.org/10.5281/zenodo.23839571. This is a verification study on a synthetic testbed. It does not test whether SCFL readings show conditions that conventional indicators miss before or after a break; that is the subject of a later pre-registered study. Abstract
