The Development of Advanced Development Territories in the Arctic and the Russian Far East as an Instrument of Russia’s Migration Policy

Migration policy has been one of the most important issues of internal development for Russia for many centuries. With sparsely populated but resource-rich territories, the urgency of attracting specialists to the remote Arctic and the Far East can provide an additional vector of industrial and technical development for the country. The purpose of the study is to determine the economic conditions of the migration effectiveness of territorial preferences and to substantiate the sequence of evaluation of investment, labor and migration results. The scientific basis of the research is the materials of the Accounts Chamber of the Russian Federation, information from the Corporation for the Development of the Far East and the Arctic, published migration indicators of the Far Eastern Federal District and the Murmansk Region, as well as Russian and foreign scientific papers. The article discusses the issues of increasing human capital in the Far Eastern Federal District and the Arctic regions thanks to specialists working in the complexes of advanced development territories (TOP), which are, in fact, the main points of economics and logistics. Based on the historical cross-section of the four tops analyzed in the work, differences in the number of jobs created per unit of attracted investments, as well as problems and factors that limit the application of uniform standards and approaches to regional development, have been identified. The necessity of coordinating the industrial specialization of the TOP with the availability of housing, social infrastructure and professional opportunities for family members, as well as consistency with the National Ideas of Russia’s development until 2030, is substantiated.
