MECHANISM FOR THE SOCIO-ECONOMIC INTEGRATION OF UKRAINIAN MIGRANTS IN POLAND WITHIN THE ECONOMIC SECURITY SYSTEM

The substantial presence of Ukrainian migrants in Poland and their active participation in the labour market create a need for a socio-economic integration mechanism that combines migrants’ individual interests with the efficient use of human capital and regional economic security. The article aims to develop a mechanism for the socio-economic integration of Ukrainian migrants in Poland by combining an assessment of individual prerequisites for economic security with the scale of formal economic participation at the regional level. The information base comprises official data on Polish-language proficiency, employment structure, long-term residence intentions, and Ukrainians’ participation in the social insurance system. The methodological approach includes indicator normalisation, objective weighting using the CRITIC method, construction of an integral assessment of personal integration-security prerequisites, assessment of regional integration gaps, and determination of intervention priorities. The proposed mechanism operates at two interconnected levels. At the individual level, it includes the diagnosis of linguistic and professional prerequisites, qualification matching and short-term reskilling, employment and social-insurance formalisation, stabilisation of living conditions, and subsequent career advancement or entrepreneurial activity. At the regional level, the mechanism combines the quality of the integration profile with the scale of migrants’ formal economic presence, develops a regional typology, and determines priorities for allocating integration resources. The findings indicate that the scale of formal employment does not automatically imply higher-quality socio-economic integration; therefore, regional policy should simultaneously consider the quality of human-capital utilisation and the number of economically active migrants. The scientific novelty lies in developing a two-level mechanism that transforms integration characteristics into quantitatively substantiated management priorities. Its practical value lies in differentiating linguistic, professional, formalisation, entrepreneurial, and stabilisation instruments across regions while considering their expected effects on productive human-capital utilisation, income, formal employment, and the tax and social-insurance base.
