Technology as Power (Volume II): Substrate Mechanics, Topological Governance, and the Architecture of Agentic Sovereignty
Volume I of Technology as Power argued that the vertical, non-converging trajectory of artificial intelligence is the surface expression of a deeper civilizational reconfiguration. This second volume descends from surface divergence to substrate mechanics. It traces the 2026–2027 inflection in post-training geometry, cryptographic obsolescence and the bit-to-atom bridge of Physical AI; models jurisdictional fragmentation and relocated collusion through sheaf cohomology and spectral sheaf Laplacians; diagnoses the 2031–2035 obsolescence of present-form Westphalian states and sets out replacement architectures—the TCV cybernetic sandbox, lifecycle type-approval, the Global South Compute Bank and Sovereign Land Banking; examines the 2035 biological interface of mitochondrial information processing and cellular biocomputation; and follows the 2040 energetic substrate from the hyperscaler nuclear rush to boundary-engineered quantum electrodynamics. It concludes that governance must be designed for continuous technical becoming rather than for a stable end-state. Written in a personal capacity; the views expressed are those of the author.
