PENERAPAN PRINSIP GOOD GOVERNANCE DALAM PELAYANAN PUBLIK DI KELURAHAN ALAI PARAK KOPI PADANG

This study analyzes the application of good governance principles in public services at Alai Parak Kopi Urban Village, Padang, and identifies factors hindering their implementation. This study used a descriptive qualitative approach. Five informants were selected purposively, consisting of the urban village head, secretary, administrative staff, and two community members. Data were collected through observation, semi-structured interviews, and documentation. Data analysis included data collection, reduction, display, and conclusion drawing, with triangulation of sources and techniques to strengthen credibility. The results show that participation is supported through community meetings, socialization, RT/RW coordination, and complaint channels, although attendance remains uneven. Transparency is supported by service procedures, requirements, estimated completion times, and information boards, but routine social media updates remain limited. Accountability is reflected in SOPs, task division, archiving, reporting, documentation, and evaluation. Effectiveness and efficiency are supported by relatively simple procedures when requirements are complete, while responsiveness is demonstrated through explanations, complaint handling, and coordination with relevant agencies. The main constraints include limited personnel capacity, uneven digital skills, incomplete information dissemination, and low direct participation due partly to work and family responsibilities. This study links the five governance principles with organizational and community-level constraints in everyday public services.
