Women reservation in panchayat raj institutions

The 73rd Constitutional Amendment Act, 1992, reserved one-third of seats in Panchayati RajInstitutions (PRIs) for women, significantly increasing their numerical presence in localgovernment. Whether this presence has translated into meaningful participation in localdecision-making remains a contested question. This paper asks to what extent women’sreservation in PRIs has enabled elected women to express their views, influence developmentpriorities and exercise authority in their own name. Adopting a normative approach, it draws onsecondary sources, including academic literature, constitutional provisions and policy reports, and assesses women’s participation against the principles of political equality, autonomy, democratic inclusion and accountability. The paper argues that reservation has translated intomeaningful participation to a significant but uneven extent. Evidence suggests that reservationhas influenced local public-goods priorities, weakened gender stereotypes and expandedwomen’s economic engagement. However, patriarchal social structures, proxy representation(commonly termed Sarpanch Pati), limited resources and inadequate institutional supportcontinue to constrain women’s independent authority. The paper concludes that reservation isbest understood not as the final achievement of gender equality in local governance, but as anessential instrument in a continuing process of democratisation. Keywords: women’s reservation, Panchayati Raj Institutions, 73rd Constitutional Amendment, meaningful participation, proxy representation, local governance
