STRATEGI KEPALA KELURAHAN DALAM PEMBERDAYAAN EKONOMI MASYARAKAT DI KELURAHAN JUNDUL RAWANG KECAMATAN PADANG SELATAN

This study describes the strategy of the village head in empowering the community’s economy in Jundul Rawang Urban Village, South Padang, and identifies supporting and inhibiting factors. A descriptive qualitative approach was used. Data were collected through observation, semi-structured interviews, and documentation involving five informants: the village head, LPM chair, KUBE chair, an MSME actor, and a community leader. Data were analyzed through data reduction, data display, and conclusion drawing. The findings show that economic empowerment was implemented through planning, implementation, and evaluation. Planning focused on MSME development, although several activities followed municipal programs and third-party initiatives. Implementation included technical training, mentoring, KUBE development, access to capital, promotional activities, the UMKM Naik Kelas program, and an MSME gallery. Evaluation was conducted through RT/RW reports and field visits, but was not yet routine or systematic. Supporting factors included government support, LPM involvement, training, mentoring, community initiative, and existing MSME potential. Inhibiting factors included limited budgets and capital, uneven participation, inactive KUBE groups, limited digital marketing capabilities, restricted market access, and non-continuous mentoring.
