STRATEGIC INVESTMENT POLICY AND MANAGEMENT MODERNIZATION IN UZBEKISTAN'S CONSTRUCTION MATERIALS INDUSTRY: EMPIRICAL EVIDENCE AND STRUCTURAL TRAJECTORIES

This study examines the systematic modernization, investment optimization, and technological restructuring of the construction materials industry in Uzbekistan. Driven by strategic initiatives, including the Presidential presentation on the development of the construction materials industry held on November 20, 2025, and Presidential Resolution No. PQ-365 of December 1, 2025, and the high-level directives of June 25, 2026, the sector has transitioned from extensive capacity accumulation to high-value-added, energy-efficient manufacturing. This paper analyzes the integration of domestic manufacturers into national infrastructure megaprojects, the implementation of green financial incentives, the deployment of the "Qamashi model" for residential energy efficiency, and the "Road-Show" export model. Employing quantitative economic evaluation methods, such as the Weighted Average Cost of Capital (WACC), Net Present Value (NPV), and sensitivity analysis, alongside empirical case studies of leading manufacturers (Ohangaronsement, Qizilqumsement, Karakalpak Sement, Praym Keramiks, and several SMEs), the study proposes a strategic framework for transforming the industry's development trajectory. The results demonstrate that combining advanced digital tools (ERP, MES, and AI) with sustainable energy retrofits substantially enhances corporate profitability, minimizes waste, and strengthens international export competitiveness.
