Governed Semantic Kernel Layer

Modern software systems encode semantic domains inside applications while reserving kernel architecture for hardware arbitration. This separation produces a structural blind spot: the laws governing knowledge, orchestration, authority, and domain transitions remain implicit and difficult to inspect. Applications become the de facto location where domain invariants are enforced, producing systems that are difficult to reason about, audit, or safely evolve--especially under AI-assisted development. This paper introduces the Governed Semantic Kernel Layer (GSKL), an architectural framework in which semantic domains themselves are elevated into kernel-level structures. These kernels do not mediate hardware; instead, they define semantic phase spaces consisting of entities, relations, invariants, and admissible transitions. Applications instantiate trajectories within these phase spaces rather than embedding domain semantics internally. The Governed Semantic Kernel Layer separates semantic governance from runtime execution through a structured lowering pipeline consisting of canonical semantic representation, transition grammars, and minimal runtime effect adapters. This architecture preserves domain legibility for both human operators and AI systems while maintaining compatibility with conventional operating systems. The result is a kernel constellation architecture in which semantic domains remain explicit, transitions remain auditable, and runtime execution becomes a thin lowering layer rather than the locus of domain authority.
