IMPLEMENTATION OF A FLEXIBLE AND ADAPTIVE ISLAMIC MSME CREDIT ANALYSIS DECISION SUPPORT SYSTEM MODEL USING THE SAW METHOD

The quality of financing portfolios in Islamic microfinance institutions is significantly influenced by the efficiency and accuracy of prospective debtor feasibility analysis. Traditional manual assessments, which often focus exclusively on formal financial ratios, are susceptible to elevated Non-Performing Financing (NPF) rates due to evaluator subjectivity and an inability to adequately capture the qualitative characteristics inherent in informal Micro, Small, and Medium Enterprises (MSMEs). This study endeavors to design and develop a flexible and adaptive Decision Support System (DSS) for Islamic MSME credit analysis. This is achieved through the integration of qualitative descriptive methods, prototyping development methodologies, and the Simple Additive Weighting (SAW) algorithm. A case study was conducted involving 60 Women Farmer Groups (KWT) and 60 local food-processing MSMEs, all operating within a Muslim context. The qualitative approach reinterpreted the 5C Sharia criteria (Character/Amanah, Capacity, Capital, Collateral/Rahn, and Condition/Maslahah) into standardized quantitative indicators. A key feature of the system is a Hard Constraint Sharia Filter, designed to definitively exclude non-compliant business activities prior to any mathematical computation. Black Box Testing demonstrated 100% functional validity, while User Acceptance Testing (UAT) confirmed that the iterative prototyping cycle effectively mitigated user resistance and substantially accelerated credit analysis processing time, reducing it from days to minutes.
