A Proof-of-Concept Lexical Mapping of DPAT to the UK Algorithmic Transparency Recording Standard

The Duty-Primacy Accountability Tool (DPAT), provides a portable diagnostic and design instrument to ensure that formal legal, administrative, and algorithmic commitments are operationally effective rather than purely aspirational. This abstract synthesizes the core architectural framework of DPAT and its subsequent empirical validation against contemporary public sector data schemas. The DPAT framework is built upon four structural pillars: Assigned Duty-Bearer, Ascertainable Breach Mechanism, Effective Remedy, and Temporal Lineage & Drift. Together, these pillars ensure that responsibilities are firmly attached to identifiable actors, failures are recognizable through objective criteria, confirmed breaches produce meaningful corrective responses, and systems maintain continuous, tamper-evident historical records to support procedural fairness. The analysis finds lexical and structural correspondence between DPAT concepts and selected fields in the UK ATRS schema. It does not establish that the schema implements enforceable accountability mechanisms. Further semantic, structural, and expert validation is required This is a flag planting version, more data driven additions will follow to get the DP validated #dutyprimacy
