The AI Organizational Magnifier Theory: How AI Amplifies Structures, Standards, and Consequences in Organizational Talent Decisions

While AI adoption in organizational talent decisions has accelerated dramatically, systematic failures have emerged that existing algorithmic bias frameworks cannot fully explain: candidates silently excluded without traceability, well-intentioned diversity policies executed to their literal extreme, critical review steps optimized away by efficiency logic, and exceptional candidates systematically filtered out by historically derived success templates. This paper proposes the AI Organizational Magnifier Theory, which argues that AI systems do not independently generate organizational defects but amplify pre-existing structural capability gaps, unbounded standards, and decision consequences. The theory's meta-concept frames AI as a Brake Remover: an agent that dismantles three natural organizational braking mechanisms—the self-limiting nature of weak execution capability, the physical speed ceiling of human processing, and the temporal buffer of organizational friction. Drawing on practitioner research across 20 years and 16 Asia-Pacific markets, and four in-depth case studies, the theory identifies three pillars of amplification (structural, standards, consequence) and nine original sub-concepts. The paper proposes the governance axiom Automate elimination; retain human judgment for selection and the Verify the Tail mechanism, operationalized through a Three Gates governance framework. Three falsifiable predictions are offered for future empirical testing. The theory shifts AI ethics discourse from bias critique to structural diagnosis, and from moral exhortation to engineering governance.
