GOV Comment Standard
A GOV comment is a compact source-code anchor pointing from a consequential code boundary to a separately governed task record. It is not policy, evidence, a verification result, or an authorization mechanism. The comment identifies the task, the jurisdictional change type, and a resolvable record. The record carries rationale, events, evidence, decisions, and revision history. The governing rule is: the code points to the trail; the trail carries the bounded record. Deleting every GOV comment must not erase the underlying governance history or invalidate replay. Conversely, the existence of a comment or record must not grant authority or prove a claim. This standard defines syntax, placement, resolution, journal semantics, lint behavior, and failure tests. It specifies no implemented linter or tamper-evident log.
