PARADOKS TATA KELOLA RUANG PERDESAAN: KELUMPUHAN REGULASI LOKAL DITENGAH LAJU SEMENISASI DI DESA EKOWISATA NYAMBU, TABANAN, BALI
Abstract This study aims to analyze the paradox between the legal-formal status of Nyambu Village as an ecotourism village and the reality of massive physical development and land conversion on the ground. The method used in this study is qualitative research with a case study approach, where data collection was carried out through in-depth interviews with the Manager of Nyambu Ecotourism Village and documentation of related regulations. The results of the study show institutional and local legal paralysis due to the implementation of a centralized licensing system through Online Single Submission (OSS) from the central government which reduces the validity of the Tabanan Regent's Decree. Ironically, the status of an ecotourism village has transformed into a tool for spatial commodification and a free marketing brochure that attracts speculators and foreign capitalists to build tourist accommodations in the core agricultural zone. The study concludes that the ecotourism policy in Nyambu Village experienced a structural failure due to the asymmetrical battle between state law and living law, thus requiring strong central regulatory intervention to protect rural green spaces absolute.
