CONCEPTUALIZATION OF THE NOTION “ENTREPRENEURIAL COMPETENCE” IN INTERNATIONAL SCHOLARLY AND PEDAGOGICAL DISCOURSE

The article presents a theoretical and analytical study of the conceptualization of the notion of entrepreneurial competence in international educational and pedagogical discourse. It is substantiated that the development of the notion under study has occurred at the intersection of economic, psychological, management, and educational approaches, which has resulted in terminological variability, conceptual heterogeneity, and the prolonged absence of a single generally accepted definition. The evolution of scholarly understandings of entrepreneurial competence is analyzed, from its interpretation as a set of personal and behavioral characteristics of a successful entrepreneur to its conceptualization as an integrated, action-oriented, and transversal capacity of the individual. The major conceptual shifts in the development of the concept are identified, including the transition from an emphasis on personal characteristics to a functional competence-based understanding of entrepreneurial activity, its pedagogical and action-oriented interpretation, and a transversal conceptualization of entrepreneurial competence as the capacity to act across diverse contexts by mobilizing knowledge, skills, attitudes, motivational, personal, and social resources to identify opportunities, implement ideas, and create value. It is stated that contemporary conceptualizations of entrepreneurial competence emphasize not only the possession of individual competencies but also their integrated application in specific activity contexts. It is stated that the contemporary understanding of entrepreneurial competence is not limited to preparation for starting a business but encompasses the capacity to act entrepreneurially in social, cultural, professional, and personal spheres. Entrepreneurial competence is defined as a dynamic, transversal, and action-oriented capacity of an individual to integrate diverse resources in order to identify and evaluate opportunities, generate and implement ideas, mobilize resources, interact with others, learn from experience, and create economic, social, cultural, or other forms of socially significant value.
