Crisis Management in Constitutional Law: Methods and Measures

In recent years, anti-crisis regulation has become the focus of Russian legal science, including constitutional law. However, the study of the measures applied within the framework of this regulation has not been sufficiently consistent and structured. As a result of the conducted research, the author suggests a classification of regulation that establishes anti-crisis measures and a classification of anti-crisis regulation measures themselves. The classification of regulation includes: ordinarily established regulation and extraordinarily established regulation, which, in turn, is divided into extraordinary regulation as such and framework-extraordinary regulation. The classification of anti-crisis measures includes the division of measures into preventive and crisis management measures, which, in turn, are divided into measures aimed at preventing the aggravation of the crisis situation and at overcoming its consequences as such. The article also presents the author’s position on the legal nature and legal consequences of the establishment of appropriate measures.
