Analysis of Social Inclusion in Public Service Policies for Persons with Disabilities in the Education Sector

Social inclusion in educational public services is an essential component of human rights protection, social justice, and equitable public administration. Persons with disabilities continue to encounter various barriers to accessing quality education, including inadequate infrastructure, limited reasonable accommodation, insufficient teacher preparedness, discriminatory attitudes, and weaknesses in policy implementation. This study aims to analyze social inclusion in public service policies for persons with disabilities in the education sector by examining the legal and policy framework for inclusive education, the implementation of accessibility and social inclusion policies, and the challenges and strategies for strengthening inclusive education governance. This research employs a normative legal research method using statutory and conceptual approaches. The analysis focuses on relevant international legal instruments, particularly the United Nations Convention on the Rights of Persons with Disabilities, as well as Indonesian legislation, including Law No. 8 of 2016 concerning Persons with Disabilities and Government Regulation No. 13 of 2020 concerning Reasonable Accommodation for Students with Disabilities. The findings indicate that the existing legal framework provides an important foundation for guaranteeing educational rights, preventing discrimination, and promoting equal access to educational services. However, the effectiveness of these policies remains dependent on consistent implementation, adequate financial resources, accessible physical and digital infrastructure, qualified educators, and effective coordination among government institutions and educational providers. Furthermore, formal enrollment does not necessarily guarantee meaningful participation, academic achievement, or equal educational opportunities for students with disabilities. Strengthening inclusive education governance therefore requires measurable performance indicators, transparent monitoring mechanisms, sustainable funding, improved institutional capacity, and meaningful participation by persons with disabilities in policymaking and evaluation. This study concludes that inclusive education should be understood not merely as an educational policy but as an integral component of equitable public service delivery and substantive equality. A comprehensive, participatory, and rights-based governance approach is necessary to bridge the gap between legal recognition and practical implementation, ensuring that persons with disabilities can access, participate in, and benefit from education with dignity and independence.
