SUSTAINABLE DEVELOPMENT AND SOCIETAL RESILIENCE IN THE ERA OF GLOBAL TRANSFORMATIONS: TOWARDS AN INTEGRATED MODEL OF AN ADAPTIVE SOCIETY
Contemporary societies face rapid technological change, geopolitical instability, armed conflicts, economic uncertainty, environmental pressures, and interconnected global risks. Under these conditions, sustainable development depends not only on achieving long-term economic, social, and environmental objectives but also on the capacity of individuals, communities, institutions, and society to anticipate disruptions, maintain essential functions, adapt, learn from crises, and transform existing systems. This article examines the relationship between sustainable development and societal resilience in the context of global transformations and identifies key factors shaping societal adaptive capacity. Particular attention is given to the interaction of human capital, institutional capacity, technological development, public security, and social cohesion. The study considers digital transformation and artificial intelligence as both instruments for strengthening resilience and sources of technological, informational, ethical, and security-related vulnerabilities. The analysis demonstrates that resilience extends beyond resistance to external shocks or restoration of previous conditions and includes coping, adaptation, learning, innovation, and transformation. On this basis, the article proposes an integrated conceptual model of an adaptive society in which human capital, institutional capacity, technological capacity, public security, and social cohesion interact to generate adaptive capacity. This capacity connects societal resilience with sustainable development by enabling society to maintain essential functions while adapting development pathways to changing conditions. The proposed approach emphasizes human agency, institutional flexibility, responsible technological development, social inclusion, security, and continuous learning. The findings may contribute to public governance, higher education, professional training, technological policy, and public security, particularly in societies experiencing prolonged crises and rapid structural transformations.ReferencesUnited Nations.
