Jurisdictional Organization of the Judicial System of the United Arab Emirates: Challenges, Effectiveness, and Prospects for the Implementation of Selected Elements in Ukraine

This article provides a comprehensive analysis of the organizational foundations of the judicial system of the United Arab Emirates as a unique multi-level and institutionally hybrid model of justice. The author argues that the coexistence of federal courts, emirate-level courts, and specialized jurisdictions within financial free zones does not lead to fragmentation but rather creates a functionally balanced system capable of adapting to the demands of a globalized economy. The article demonstrates that jurisdictional pluralism in the UAE should be understood not as institutional inconsistency, but as a mechanism for enhancing judicial efficiency through the interaction and competition of different legal approaches. The author confirms that this model contributes to a high level of investor confidence and procedural efficiency. At the same time, several structural challenges are identified, particularly those related to consistency of judicial practice, the balance between efficiency and judicial independence, and institutional transparency. Based on a comparative legal analysis, the author concludes that certain elements of the UAE judicial model, including judicial specialization, institutional coordination, and managerial efficiency, may be relevant for the reform of the Ukrainian judicial system, provided that national legal traditions are taken into account.
