YOUNG WOMEN AS A BRIDGE BETWEEN LOCAL GOVERNANCE AND THE PUBLIC: THE EXPERIENCE OF UZBEKISTAN AND INTERNATIONAL PERSPECTIVES
This article examines the role of young women in strengthening communication, cooperation, and public participation between local government institutions and communities, with particular emphasis on Uzbekistan and comparative international experiences. The study explores how young women's participation in local governance contributes to democratic accountability, inclusive decision-making, social development, and the implementation of community-oriented public policies. Special attention is given to the institutional reforms undertaken in Uzbekistan, including the development of the mahalla system, the promotion of gender equality, youth participation mechanisms, and women's representation in public administration. Drawing on international experiences from Rwanda, Sweden, India, and other countries, the article identifies institutional, social, and cultural factors that influence young women's engagement in local governance. The research employs qualitative comparative analysis, institutional analysis, and a review of relevant academic literature and policy documents. The findings suggest that young women can serve as important intermediaries between public institutions and citizens by facilitating communication, identifying community needs, promoting transparency, and strengthening public trust. The article concludes by proposing practical recommendations for enhancing young women's leadership capacities, expanding their participation in local decision-making, and developing sustainable mechanisms for cooperation between local authorities and communities.
